In order to guarantee that all children are receiving the teaching required by the Education Requirement Ammendment (passed September 2039) and the extensions to this (including the Education Act: Article 4. System. passed January 2083), all children will be required to attend a scholastic institution for the entirety of their education, up to the age of 18.
This guarantees the highest quality of education for all pupils and students throughout their full-time mandatory educational careers, as well as guaranteeing that aforementioned pupils are able to gain the benefits of time with their peer groups and allowing them access to scholastic "clubs" operated within the educational environment.
