| Let us be kind and give prisoners something to do; they will be grateful for it. The back-breaking work shall purge their minds of criminal thoughts. When their time is preoccupied with work, they will not have the time to create prison gangs, continue their criminal operations and make nuisances of themselves. Hard-work may also lead to their deaths and spare Rutania's law-abiding citizens the cost of the death penalty, the upkeep for the rest of their term in prison and the embarassment of high-flown moralising. It is compulsory, so they may not cheat tax-payers; in fact, they may even assist law-abiding tax-payers in providing their upkeep. When passed, this bill will make the prison sentence truly something to fear and to reform. |
