§1
Slave trade is only allowed to be done by governmental agencies. This agencies will be erected by the Minister of Trade.

§2
Slavery will be a punishment for prisoners of war, and for the offences of murder, armed robbery, and desertion. This is not an exclusive list of offences that can be punished with slavery, and the Minister of Justice can declare slavery a punishment for other offences too, as long as they are punishable by more than 5 years of prison as well.

§3
Slavery is also an option for natural persons who have become insolvent. In order to completely settle their debts, they can declare themselves into slavery for 5-10 years (appropriate to the debt's largeness), and shall be the slaves of their debitors relatively to the proportion of their debts to them.

§4
Only those slaves that have been punished with slavery for life shall be internationally tradeable. All others have to remain within the country, or in the property of a Malivian citizen.

§5
For the time of slavery, slaves lose their legal capacity. They are, however, still able to be prosecuted for criminal offences and to be hold reliable for compensation. If they owned any money, this money will be only used for such compensations, the slaves have no rights to use it in any other way, except with the consent of their owner. Slaves also still hold the rights whose infingement would be a penal offence, except the rights that are limited by definition by slavery itself, especially the right to freedom.

§6
Slave trade shall be done between state slaving agencies and private end-users, private slave trading agencies are not permitted. The state is also capable of being an end-user, as are state-owned industries or state-owned businesses.

§7
If no buyers can be found for a slave, the state will buy said slave and either use him as end-user, or licence him to private end-users or state-owned industries/businesses.

Random fact: Real-life quotations may be used in Particracy, but the real-life speaker or author should always be referenced in an OOC (out-of-character) note alongside the quotation.

Random quote: "You will win, but you will not convince. You will win, because you possess more than enough brute force, but you will not convince, because to convince means to persuade. And in order to persuade you would need what you lack, reason and right in the struggle." - Miguel de Unamuno
