Research focused into military area, funding shifted to military for that purpose.

Education and Health have been state run initiatives for past few decades, step down of Federal funding to show this.

Economy has recovered (from RP recession), no more need for 30 billion LOD bailout package.

Funding shifted from justice to military (Military act as police in Lodamun) more troops = less crime, if less court houses are available then we shall just have to deal with the criminals another way.
