This directive recognises the following factors of modern life:

1) That not all people are destined for careers that require an education up to 20 years of age. While we encourage our students to learn all they can, we must assure that those who wish to build their livelihoods on jobs that do not require formal qualifications (or at the very least qualifications outside of the mandatory structure) can have the best opportunity to begin making headway for that as is reasonably possible.

2) That extreme circumstances around the globe can force people from their homes and their countries. These people are human beings and must be protected and assisted in their time of need. As apart of our national rebuilding - we must also show that we are a responsible member of the international community.
