Upon the passage of this Act, the following proposals shall become law. The nation's recognized monarch will now be the House of Villiers. The inaugural holder of this house shall be Noëlle Liliane Marceline de Villiers, as Queen Noëlle, as determined by equal primogeniture, Orthodox Catholic faith, and legitimate birth. Her descendants, and their descendants, shall qualify for the Throne of Kanjor if in the proper line of succession as well as fulfilling the below criteria:

- Be it noted that anyone who is not in communion with the Orthodox Catholic faith is permanently excluded from the succession. Marriage to a non-Catholic individual is acceptable, though children must be raised within the Orthodox Catholic faith to be on the line of succession.
- The Monarch, regardless of gender, maintains the royal family name of Villiers upon marriage. Descendants of Queen Noëlle Liliane Marceline de Villiers, the first monarch of the dynasty, can maintain the name.
- If the list of the line of succession has been exhausted then a new noble family may be placed on the throne in consultation with and approval of the États-Généraux or subsequent parliamentary name.
