| This Bill would, upon becoming law, would mandate the following: 1) The Minister of Health in the Crownlands of Hulstria would appoint a committee, consisting of equal representation of each party with seats on the Imperial Diet, with the following authority: A) They shall design, upon a two-thirds vote, a publically funded health insurance available to all citizens and legal residents of the Crownlands and the Empire B) This insurance shall cover all life-saving and necessary medical procedures, in full if necessary, and provide in part for other procedures, the exact extent to be decided upon by the aforementioned two-thirds vote. C) The policy will be payed for out of the Department of Health's budget. D) The Diet will retain the right to veto the proposed plan with a two-thirds vote, and cancel an existing plan with a three-fourths vote. E) The Commitee can be reconvened by a simple majority's vote of the Diet. 2) If, after two years time of this Bill's being passed, no system is in place or scheduled, the Diet and Minister of Health will take action to establish a publically funded health insurance option by alternative means. |
