The Karav dynasty wishes to see gambling legislation devolved to local governments. Some regional cultures may mix gambling with other perceived "negative" practices, while other regional cultures may well accept it as positive and use it to the economic advantage of the parish. Some places may want it to be legal and unregulated. Some places may want it to only occur in casinos with special permits. Some places my want to restrict it to small scale firms. It is best left to local government. |
