The legislation will: 1. Address the fact that although companies must ensure public safety there is a possibility that cosmetics containing harmful substances or that cause adverse reactions etc, may be released for public sale through lack of testing. 2. Provide a way for companies test cosmetic products for safety and efficacy, so that the public may be protected. 3. Remove the need to expose human test-subjects to potentially dangerous substances.* 4. Ensure that animals that are used to test cosmetic products are treated ethically and are not needlessly exposed to pain, deliberately tortured, unnecessarily killed, starved of food or water or are otherwise put in circumstances that cause distress * From an ethical stand point, it is better option that an animal is exposed to a harmful substance if it would be otherwise exposed to a human. |
