- PREAMBLE -

WHEREAS the Commonwealth currently defers to local governments on the sale, cunsumption and use of fireworks; and

WHEREAS days of civic pride, personal celebration, and even holy days must rely on friendly local and provincial laws to be able to use fireworks to celebrate; and

WHEREAS some regions have taken it upon themselves to levy taxes and fees on the sale and consumption of fireworks; and

WHEREAS some of the local ordinances requiring permits for using fireworks have driven away legitimate businesses based on the production, sale and use of fireworks; and

WHEREAS in a time when Rutanians have more to celebrate than ever, and

WHEREAS it is appropriate that we increase the freedom of the people, allowing them to purchase and use fireworks to freely express themselves; therefore be it

RESOLVED that this Parliament of the Commonwealth of Rutania repeals the restrictions on legitimate sale of fireworks.


- ARTICLE 1 -

1. "Fireworks" shall be defined as any explosive pyrotechnic device that employs up to 0.5 kg of gunpowder.

2. There shall be no restrictions on the production, sale, or use of fireworks by local, provincial, or national law, ordinance, statute or executive order.

3. Local, provincial or national authorities shall not tax, levy, fine or require permits for the purchase, sale, or use of fireworks.

4. Local, provincial or national authorities shall not prohibit the sale of fireworks to individuals based on age, sex, creed, race, sexual orientation, or legal status.

5. This statute shall not impede on any legal authority's ability to levy a sales tax as upon sales of other products.

6. This statute shall not impede on any legal authority's ability to regulate safety, employment, or other "good business" practices regarding the storage and transport of fireworks with a total weight exceeding 5 kg.

7. This statute shall not impede on any legal authority's ability to impose safety restrictions on fireworks for events attended by more than 100 individuals.
