Summary: This bill proposes the creation of two distincts police departments, one in a national level and the other in a local level, funded by the national and the local governments, respectively, aiming to better serve and protect our good citzens as well as reinforce law and order in our country. Morever, this bill also proposes the prohibition of torture not only for it might give room to abusive actions by the authorities but also for it is an insult to the Human Rights.
