Voting deadline: February 3389

Description[?]:

In order to establish an official and explicit recognition, on behalf of the current state, of all cultures, as defined below; this act is hereby presented to the Legislative Assembly of the Republic of Dranland.

The purpose of this Act is to establish, in writing, the state's recognition of the importance of culture, not only as a social element of our civilization, but as a founding stone of our history and especially of the current republic.

This bill establishes that the Ministry of Education and Culture manage, as its name suggests, cultural aspects within our borders, in all terms.

This includes, but is not limited to:

-the promotion and development of cultural matters in an inclusive manner
-development of the artistic, humanistic, creative, and cultural aspects within the communities of the Republic.
-act as the governmental "spokesperson" of matters related to culture to the general public and the foreign public.
-act as the government body in charge of coordinating public and private actions relating to culture, wherever applicable
-promote universal access to all forms of culture
-recognize the multiple cultures within our society, which may sprout in Dranland, or which have already been established
-work to preserve cultural identities which are near extinction, as well as local languages, in conjunction with other governmental entities and, whenever applicable, with private entities.
-promote the recognition of culture's contributions to economic and social development, as well as that of our nation's infrastructure and cultural industries.
-define the state's cultural policy.

This ministry will not interfere to create an "artificial culture", but will act to promote and help the already independently established culture; whatever form it may take.

-------------------------------------

This act officially recognizes the Dranianos, Kyo, and Welsh, as the largest cultural contributors to Dranland, to the fullest extent.

This recognition includes the individual aspects that compose the cultures; from dialects and languages, to social make-up and hierarchy.

This act establishes the states recognition of the historic and modern importance of these cultures as the largest within Dranland, and further recognizes the cultures of the Kyo, Dranian Welsh and the Dranianos as native and unique to Dranland.

This act also recognizes the welsh and kyo as the nation's natives and first inhabitants.

This act also states that All further aspects are to be handled by the respective ministry, however, this recognition (stated above) may not be downgraded, but can be added to. Meaning, this section of the act cannot be disestablished by the ministry.

Random fact: In order for a Cabinet bill to pass, more than half of the legislature must vote for it and all of the parties included in the proposed Cabinet must support it. If your nation has a Head of State who is also the Head of Government, then the party controlling this character must also vote for the bill, since the Head of Government is also a member of the Cabinet. If any of these requirements are not met, the bill will not pass.
