Be it decreed by this Diet, That the education system of the Empire be reorganized along the lines proposed in this Act. Under the principle, that an educated human is a better worker, citizen, member, and part of a society, these reforms will ensure that those who are less fortunate than those of the Noble and Upper Classes can still become a valued subject in His Excellent Majesty's Empire. As such, he will make this empire stronger and wealthier. So it is decreed. |
