| Section I - The head of state of the Dorvish Federation shall be titled as President of the Dorvish Federation in the native, official language of the nation, which is Dorvish. Section II - The President of the Dorvish Federation shall guarantee the independence and sovereignty of the nation as well as represent the nation to foreign governments and organizations. The President of the Dorvish Federation is responsible for the upholding of the Constitution of the Dorvish Federation. Section III - The President of the Dorvish Federation shall be elected for a term of office of 48 months in accordance with the procedure set out in this Article and subject to the provisions of the sections 1 and 3 of Article 13. Section IV - In order to be eligible for the office of the President of the Dorvish Federation one must be a natural born Dorvish citizen, have resided in the country for 12 years as must be 35 years of age on inauguration. Section V - The President of the Dorvish Federation shall be elected using a two round system. Each party shall have the right to register one candidate for elections for the office of President of the Dorvish Federation. A primary round of election shall be held to select the two candidates for the second round. Section VI - The two candidates having the largest number of votes in the primary election shall participate in the second round, the candidate having the highest number of votes in the second round shall be declared the new President of the Dorvish Federation. Section VII - The President of the Dorvish Federation is responsible for the appointment of all agencies, bureaus, offices and the like of the government, these are subject to the approval of the Federal Assembly of the Dorvish Federation. Section VIII - The President of the Dorvish Federation is Supreme Commander-in-Chief of the Armed Forces of Dorvik. Section IX - The President of the Dorvish Federation has the right to suspend laws and regulations of Dorvik's constituent territories if they contravene the Constitution, federal or international obligations of the Dorvish federation, or they violate and disrupt the rights or human rights of the citizens pending approval of appropriate courts. Section X - The President of the Dorvish Federation may under extraordinary circumstances convene and adjourn the the Federal Assembly. Section XI - The President of the Dorvish Federation may grant federal pardons and reprieves. Section XII - The President of the Dorvish Federation must present an annual speech to the people and government of the Dorvish Federation. Section XIII - The President of the Dorvish Federation is to create and craft domestic policy through federal constitutional laws and federal laws while using federal ministries and organizations to further implement domestic policy. Section XIV - The President of the Dorvish Federation is granted the right to determine the foreign policy of the Dorvish Federation and to represent the nation in international agreements and organizations. The President is responsible for the appointment and recalling of diplomatic representatives to other nations and international organizations. The President must be granted approval by the respective committees in the Federal Assembly. International agreements must pass a 2/3 majority in the Federal Assembly. Section XV - The President of the Dorvish Federation is entitled to grant national awards and other recognition based awards. Section XVI - The President of the Dorvish Federation is permitted to submit legislation to the Federal Assembly of the Dorvish Federation. |
