Tonight I ask Parliament to consider reducing its size. It simply costs too much money to continue operating 599 offices. I might add that many of these members do not even attend their committee meetings. I realize that this proposal seems drastic, but I urge Parliament support this measure. I propose that 150 Rutanians sit in Parliament. Based on the current population, each province would obtain 30 seats. If we use the last election as a model, the seat composition would be as follows:

Workers' Solidarity Movement - 46
Liberty - 42
Federal - 25
Democratic - 15
Libertarian Freedom - 9
Urban - 8
Progressive Conservative - 5

Government (Workers' Solidarity, Federal, Progressive Conservative) - 76
Opposition (Liberty, Democratic, Libertarian Freedom, Urban) - 74

If Parliament considers this resolution, we will be willing to part with a number of things. First, we would not contest the upcoming presidential election and would instead put our support behind another candidate. Second, we would give up our place in the cabinet for at least five years but vote to support a government that reduces the size of this body. Additionally, we will vote for five bills of the government's choice. We will not ask questions and will simply support the legislation.

While it is unfortunate that so many members would not return to the next Parliament, we hope that these reforms can facilitate friendly discussions and more coalitions.
