Preamble:
Recognizing the authority of the government executive stems from its ability to pass legislation in the Assemblée Nationale, which in turn receives its mandate from the people of Rildanor, this set of declarations and protocols affirming the principles and clearly establishing the workings of a Parliamentary Democracy are hereby adopted.

Section 1 - the Assemblée nationale
Article 1
1. There shall be a unicameral legislative body of Rildanor, called the Assemblée nationale.
2. It shall be composed of democratically elected members through a regional party list system as establish by the Assemblée nationale.
3. Elections shall be held in a regular manner. The maximum term of the Assembly shall be establish by the Assemblée Nationale, and not exceed 3 years.
4. The Assemblée nationale shall establish the number of its members.

Article 2
1. The composition of the Assemblée Nationale shall be known by the number of the general election which established its composition.
2. The number of the general election shall be measured from the first general election after the founding of Assemblée nationale, the election of August 3493.
2-a (special provision). Thus the election of August 3493 shall establish the 1e Assemblée nationale.

Article 3
1. There shall be a speaker of the Assemblée nationale, titled the "Président d'Assemblée Nationale", who shall control the flow of debate and order of the Assemblée ationale.
2. The Monarch of Rildanor is the de facto Président d'Assemblée nationale.

Article 4
1. The Premier Ministre shall be the Leader of the Government and chair the cabinet. The Premier Ministre shall serve at the confidence of the Assembly as outlined in Section 2.
2. The government shall appoint a member of the government side of the Assemblée Nationale to serve as the Government Assemblée Nationale Leader or Majority Leader.
3. The Leader de l'Opposition shall be the leader of the largest party in the Assemblée Nationale outside of government.
4. The official opposition shall appoint a member of their party in the Assemblée Nationale to serve as the Opposition Assemblée Nationale Leader or Minority Leader.

Section 2 - the Executive
Article 1
1. The cabinet of Rildanor shall serve so long as it maintains the confidence of the members of the Assemblée nationale.
2. The confidence of the Assemblée Nationale shall be determined to be support by greater than 1/2 of all members of the Assemblée Nationale on Government Votes (Section 2, Article 3, Clause 3), confidence (Section 2, Article 3, Clause 2) and non-confidence motions (Section 2, Article 3, Clause 4). The process by which governments shall be formed is established in Section 2, Article 4.
3. In the case that the government loses the confidence of the Assemblée Nationale, Section 2, Article 2 shall take effect and be followed.

Article 2
1. Provided there was no constructive motion or efforts to form a new government, the government shall resign and new elections for the Assemblée Nationale be called. Following the elections, a new government fomation process shall take place as according to Section 2, Article 4.
2. If there exists a constructive motion that receives the confidence of the Assemblée Nationale, the rest of Assemblée Nationale`s term shall be completed with this government.

Article 3
1. Each party part of the government should support the government on motions of confidence. If a party that is part of government fails to support the government on the motion, the party should resign from government, and the whole government should then resign, following the steps provided in Section 2 Article 2.
2. Motions of Confidence shall be considered cabinet proposals, all taxation bills, all spending bills, and resolutions in support of the confidence of the government.
3. Parties in the Assemblée Nationale can put forward motions that declare the loss of confidence in the government, either in the forms of resolutions or early elections, these shall be considered non-confidence motions and matters of government confidence.

Article 4
1. Following a general election, if a party has elected a majority of the members of the Assemblée Nationale, this party can choose to form government.
2. If no party has a majority share of the Assemblée Nationale, the largest party shall be given the first chance to negotiate a government. This party is free to pursue any coalition it finds desirable, or an agreement which results in a government with the confidence of the Assemblée Nationale, within a reasonable amount of time after the election.
3. If the largest party fails to negotiate a new goverment, the second largest party shall be given an opportunity to negotiate a new government.
4. If the second largest party fails to negotiate a government with the confidence of the SĂ©nat, it shall be open for all parties with seats in the SĂ©nat to attempt to negotiate a new government agreement.
5. If no new government can be formed with the confidence of the Assemblée Nationale, new elections shall be called, and the process outlined in this article restarted.
6. If after new elections a new government can still not be negotiated, the largest or second largest party of the Assemblée Nationale shall bring forward an appeal for an extraordinary support to form a minority government.
Article 5:
The law on Rildanor Parliamentary Democracy Protocols (http://classic.particracy.net/viewbill.php?billid=352215) is hereby repealed.
