The Trains & Railways Act seeks to improve the running of these transport sectors by instituting a change in how TOCs are structured. Current law allows for the private running of railways, which means there is no overall control of track maintenance, time-tabling, route handling and integration - issues of national rather than regional concern.

The Cosmopolitan Alliance proposes a new public body be established to offer train franchises to private operations in the Jelbanian regions. National Main Lines, however, will be taken under government control, as will time-tabling, integration, route handling and over railway maintenance.

Private companies will be responsible for operating the day to day services of the regions, while most train improvements, including rolling stock, will be mostly funded by private operators, who receive subsidies to make improvements. In order to gain a regional franchises companies must submit offers to government, who reserve the right to select franchise operators based on a number of criteria..

This change brings trains and railways under overall state control, the only institution capable of creating a joined-up approach on the national level and who can provide democratic, as well as market, accountability . Yet it also opens up new opportunities, including subsidies, for private operators. It may also drive innovation & improvement as companies compete for franchises, which means it will also remove some of the burden from the State when it comes to funding transport improvements.
