| Her Majesty Juliana I of the Mede Dynasty, by the Grace of Azaeran and the Feline Divinity, Shahbanu of Barmenia, Marchioness of Vanuku, Jezmrjkai (Great Protector) of the Felinist Republic, and Defender of the One True Faith in Felinism, as well as Her Majesty's Loyal Government of the Felinist Republic of Barmenia, agrees to make the following concessions to the Local Authorities of our southern provinces, the March of Vanuku: The March of Vanuku, by the Grace of Azaeran, integral and inseparable part of the Barmenian nation from the beginning to the end of time, shall enjoy a high degree of autonomy and enjoy executive, legislative and independent judicial power, including that of final adjudication. It may formulate its own monetary and financial policies, maintain its own currency, formulate its own policies on human rights, education, culture, sports, social welfare system, etc. within the framework of this Royal Charter. While the Royal Government of the Felinist Republic is ultimately responsible for foreign affairs and defense in relation to the March of Vanuku, representatives of the Government of the March may participate in diplomatic negotiations that directly affect the Region, and in other international organizations or conferences limited to states and affecting the region. For those international organizations and conferences not limited to states, the March may participate using the name "March of Vanuku, Barmenia". The March of Vanuku may also purse it's own agenda towards different other entities, externally or internally, so long as it is not contrary to the policies or the interests of the Royal Government of the Felinist Republic. The Government of the March may also dictate it's own defence policies to an extent, but must be ready to join forces with the rest of the Republic during war times, and must grant the allied or otherwise aligned forces of other nations and entities the same right to military access and support as in the North. |
