This bill is created in order to protect the Wantuni culture from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374).

ETHNICITY:
The largest ethnicity in Wantuni is represented by the KALOPIANS, who are based on RL Greeks. The largest ethnic minority is represented by WANTUNIS, who are a MAJATRAN (RL Arabic) group. Other Majatran ethnicites (Kafuri, Jakanian, Badaran, and Quanzari) compose a significant minority, and SIPHINANS, a DELTARIAN-descendent group, are based on RL Albanians. Relations between Kalopians and Wantunis have almost never been friendly, and beginning in roughly 3470 both sides sought to ethnically cleanse the nation of one another.

Percentages of the population:
59% Kalopians (-17% from previous, as the result of Wantuni minority rule in the Hegemony. Official figures have never been released, but most of this decline was caused by death. LANGUAGE
The ruling Wantuni minority speaks MAJATRAN (RL Arabic), and for some time that has been the only officially recognized language of the Hegemony. The Kalopian majority speaks KALOPIAN (RL modern Greek). Some Kalopians, particularly those from well-to-do backgrounds prior to the Hegemony, speak ANCIENT KALOPIAN (RL ancient Greek in the Attic Dialect and Koine and with the Erasmian Pronunciation) as evidence of their prestige, though this tradition is fast fading and the Hegemony has actively sought to destroy both ancient and modern Kalopian, with more success on the former count. The Siphinans speak SIPHINAN (RL Albanian) amongst themselves though most became versed in Kalopian during Kalopian rule and Majatran during the Hegemony, and so have served as interpreters in some cases. Interestingly, as a result of a Hegemony ruling, the use of TERRAN (RL English) has been officially outlawed in the Hegemony, though it is still used in some cases where a lingua franca is necessary, primarily when dealing with non-Majatran foreigners.

RELIGION
While the religion of the Kalopian majority is HOSIANISM (Christianity), a religion founded in 1 CE which believes Eliyahu of Yishelem to be the Spirit of God and the Savior of mankind, particularly the THEOGNOSIAN CHURCH, a PATRIARCHAL (RL Catholic/Orthodox) branch of Hosianism which split from the other churches in 2154, and which is Greek-dominated (in Kalopia), the official state religion of the Hegemony is a radical and strict interpretation of QUERANZARIAH (mainstream, mostly Sunni, Islam). The doors of the Queranz religion are only open, however, to ethnic Wantunis, and so Kalopians are forced to practice their forbidden religion in secret, often leading to arrests. ABADISM (largely equivalent to Shia Islam) is also recognized though discouraged and looked down upon by most ethnic Wantunis. HALAWISM (RL Alawism) is a mystical sect of Queranzariah that incorporates elements of Hosianism. It is the religion of most Siphinans.

There are also small numbers of believers in YEUDISM (Judaism).

NAMING:
Characters should have mostly Greek names if playing a Kalopian party or Arabic names if playing a Wantuni party, with a small number of Albanian names possible if representing the Siphinans. It is advised that party names are in Arabic, as the Hegemony does not typically allow Kalopian political entities to exist (they can, they just have to be RP'd differently).
