Infrastructure & Transport Secretary Carlo Delvecchio has proposed this following plan to parliament:

"The Cosmopolitan Alliance as part of this coalition feels that energy security, energy price stability and energy delivery are amongst the most important issues that any state must confront. Modern society runs on energy, and without it cannot function.

We feel issues in this area are best overseen by an empowered state without private interests interfering into the affairs our energy sector and manipulating prices for cheap profit. We also think it is important for there to be transparency and democratic accountability, to prevent price hikes, watt laundering, cartels and other corporate abuses that hurt our nation.

Never again shall we let corporate interests keep our citizens cold during winter, in the dark whilst studying or without their tools when at work.

As part of this bill we also propose that the contentious issue of nuclear power be devolved to local government. This way localised groups, both in for and against nuclear power, will be able to help decide where to site any new generation of nuclear power stations."
