The nation of Tukarali is surrounded by other nations that are willing to use nuclear weapons first if a war is to start. Tukarali should never use nuclear weaponry first but it is important that we reserve the ability to respond to such a horrid assault on our nation. Once we withdraw from this treaty, we will be moving to propose legislation that allows us to respond to a nuclear assault on our nation. This, of course, will be a last resort and the law will specifically state that we are not allowed to conduct first strikes.
