This bill seeks to provide assistance to Deltarian refugees and nationals within Jelbania, who have been subject of regrettable sectarian attacks in Baofluz and across the nation.

The government proposes that a nationwide network of internal refugee camps be temporarily established to house those fleeing violence. 2 camps will be established in each region to look after Deltarian internal refugees and nationals, who must register at city council headquarters for transport to the camp.

Camps will be of the highest humanitarian standards, and will be protected from mobs by highly staffed regiments of Jelbanian troops and ran by our prisons service.

We have also considered a petition by the JFCRB (Jelbabian Former Child Refugees Brigade) to let former child soldier refugees from Deltaria, who now compromise the JPF (Jelbanian Partisan Force, Army), guard the camps.

We feel these former child soldiers from Deltaria who have arrived in Jelbania after 3510 and who are aged over 18, are the perfect people to look after Deltarian refugees and nationals at risk in Jelbania.

This group is highly patriotic towards the Jelbanian cause and understands Deltaria to a forensic degree. While many JFCRB members have expressed genocidal sentiments towards Deltarians, who many cannot forgive for child enslavement, we will ensure no far-right former refugees are allowed to serve at the camps.

In order that Deltarians in camps are able to continue on with their working lives, we are amending the policy on working in prisons. While these camps are for refugees, we feel the prisons service is best equipped to run camps and train soldiers. Due to the potential hazards our brave soldiers may face when staffing these camps, we are temporarily offering them immunity so that they do not have to be constrained by red tape when acting in the heat of the moment to save lives.
