This bill seeks to RECONCILE the differences of opinion and/or ideology amongst the Parties in SUPPORT of Eminent Domain in the PUBLIC INTEREST with those that also SUPPORT the RIGHT of the Citizens of the Commonwealth of Rutania to own their OWN HOME: (1) For Citizens that have NOT completely paid off their mortgage of their home or land: (a) First and foremost, if either the National or the Local Governments deem that it is NECESSARY to acquire land for either vital government works OR corporate projects that will enhance economic development (i.e. jobs), the Government shall intervene to SETTLE the debt(s) of the house and/or land with the Private Bank and thereby JUSTLY acquire the land for use in economic development!!! (2) For Citizens that HAVE completely PAID OFF the mortgage of their home or land: (a) Second, if either the National or the Local Governments deem that it is NECESSARY to acquire land for either vital government works OR corporate projects that will enhance economic development (i.e. jobs), the Government is OBLIGATED to FULLY COMPENSATE the victim of eminent domain to what he/she believes is JUST compensation in accordance to the RIGHT to CONTRACT!!! |
