The following measures shall be enacted to strengthen the might of the Hobrazian military. ARTICLE I: The Hobrazian state reserves the right to develop, construct and store biological and chemical weapons, and ARTICLE II: may use chemical or biological weapons in warfare for any reason. ARTICLE III: The Hobrazian state shall provide funds to our defense industries to spur innovation. ARTICLE IV: Open homosexuality will not be tolerated in the military. Homosexuals may serve, but cannot disclose their orientation. Furthermore, it shall be unlawful to ask a service member about his or her orientation. Violations of of either offense will result in a dishonorable discharge. If the offending individual does this during their mandatory period of conscription, they will be subject to a prison sentence of no greater than 10 years. ARTICLE V: The use of land mines shall be permitted. ARTICLE VI: The National Democratic Protection Squadron, aka "Blue Shirts," shall have an expanded role as an active militia separate from the army and will serve as the armed branch of the NDHF. Their jurisdiction shall rest under the Ministry of Justice as opposed to the Ministry of Defense in times of peace, and the Ministry of Defense during wartime. Hobrazian citizens may enlist in the NDPS in lieu of the military during their conscription period if they are purely Hobrazian by blood and adhere to Hobaism or The Hobrazian Orthodox Church. All other militias are prohibited and will be eliminated with extreme prejudice. ARTICLE VII: Prisoners of war are not given any protection during their time of custody. They quality of the treatment is at the discretion of their captors. Executions are permitted. |
