| In order to limit the nefarious effects of political dynasties, all important government and bureaucratic positions within the Praetorian Prefecture, with the exception of cabinet ministers, shall be granted exclusively to eunuchs. The new eunuch civil service shall be headed by the Protoproedro (First Proedros), nominated by the Logothete (Minister) of Internal Affairs from the most prominent eunuch civil servants of the Praetorian Prefecture. |
