A BILL to regulate the administration of euthanasia in light of recent concerns from the psychiatric profession. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Kaiser Otto of Hulstria, and His Imperial and Heavenly Majesty, Mikado Okatori Akihiko of Gao-Soto, by and with the advice and consent of the Imperial Diet of Hulstria and Gao-Soto, at Kien assembled, having observed the Constitutional rights of the Länderrat, and by the authority of the same, as follows- ERLASSEN vom Seiner Kaiserliche und Erlauchte Luthoranische Majestät, Kaiser Otto von Hulsterreich, und Seiner Kaiserliche und Himmlische Majestät, Mikado Okatori Okahiko von Gao-Soto, vom und mit Rat und Zustimmung des Reichstages Hulsterreichs und Gao-Sotos, in Kien versammelt, mit Beobachtung der Verfassungsmäßige Rechten des Länderrates, und auf Autorität des gleichen, wie folgt- 1) Regulation of euthanasia: additional requirement of treatment relationship (1) In addition to the requirements of present law, it shall be a requirement for the administration of euthanasia that the doctor administering the procedure shall have a treatment relationship with the patient requesting it; (2) In the case of physical ailments sufficiently grave for euthanasia, the requirement for a treatment relationship may be waived if the doctor with whom the patient has a treatment relationship sign a declaration under this act certifying that he is unable or unwilling to perform euthanasia; 2) Prior review of euthanasia proceedings (1) No euthanasia shall be administered without review in relation to this act and earlier acts by a commission consisting of at least one psychiatric practitioner, one other medical practitione and a judge.
