Bill: Government Structure-Premier's Powers (3621)

Details

Submitted by[?]: Red Horde of Kafuristan

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 3888

Description[?]:

The Premier is responsible for the executive actions of the state.
He can propose edicts on the People's Committee only for urgent situations(e.g. military actions, terrorism) and regulates the actions of state officers(police, judges, public employees, directors and inspectors of national companies but NOT the government). He answers to the People's Committee only, for his actions, and his resignation is only valid if accepted by the People's Committee.A Supreme Premier can serve only 3 terms consecutively.

The Chief Commissar heads the government and is responsible for its function. He directly speaks with ministers and regulates their actions, but has no say over the state officers. He answers only to the Premier himself but a motion of no confidence can be brought in front of the People's Committee, and also needs the approval of the Premier,to discharge the Chief Commissar.

People's Committee is responsible for voting and proposing laws and policies.Every member of the Committee (known as CM) can criticise government actions and propose changes in laws already proposed by government ministers.

The Red Horde's political councils and offices have NO say or jurisdiction over the government or the Premier/Chief Commissar.
The Chief Political Commissar of the Red Horde's Commissariat is NOT to be mistaken with the Chief Commissar of the People's Committee .The positions are completely different.
The political councils can, however demand that a Premier/Chief Commissar/CM resigns immediately if he/she also holds significant position in the Red Horde hierarchy.
