Voting deadline: August 3641

Under the current laws, the Head of State can grant titles of nobility, which apparently bestow political rights on their bearer. In this system, who's to stop the Head of State from creating a bunch of titles for their idiot college buddies, and giving them the ability to run some non-trivial part of the government? |
