Ibutho is an upper-middle income hereditary diarchy situated in the game's Artania continent and based on Zulu culture with significant Ethiopian, Nigerian, Malian, Ghanian, African-French, and Pan-African influences.

The government's policy orientation has been (1) Rapid industrialization and economic expansion while keeping the country firmly based in Zulu and Pan-African cultures, (2) Strong alliances and constant cultural exchange with other Africans in Terra, and (3) Strong national defense and foreign intervention to secure African interests in Terra.

ETHNICITIES: There are 3 main ethnicities in Ibutho: the Ibutho (Zulus whose name means "the Regiment" and derives from the policy of mass conscription common throughout the country until the early 37th century), Esinsundu Sizwe immigrants (OOC: meaning African World immigrants: naturalized citizens and residents originating from Terra's various African polities), and rapidly declining communities of Dundorfians (OOC: Germans) and Luthoris (OOC: British).

LANGUAGES: The Official Language of Ibutho is Olimi weZulu, which means "The Tongue of Heaven" (OOC: Zulu). It is a 'High Form' language used at royal and noble courts, in government business and in schools, and as the liturgical language of the IESS faith. It is written in the Nsibidi script. A largely unwritten popular or 'Low Form' of the language is called simply "Ibutho." Multilingualism is common in Ibutho, owing to recent migrations of Esinsundu Sizwe citizens, Luthori and Dundorf retirees, foreign royals and nobles, and the Dundorf invasion.

RELIGIOUS COMPOSITION: Ibutho's state religion is Inkolo Esinsundu Sizwe Syncretism (IESS) (OOC: meaning African World Religion Syncretism). It is a syncretism of Terran and real world African World religions and denominations. IESS Is based on Zulu religion, called "Inkolo." IESS is a monotheistic religion. The Creator God and First Man is uNkulunkulu. uNkulunkulu's wife and the First Woman is also called uNkulunkulu. Any African can be raised to Sit Upon the Hands of God posthumously by the IESS. The criterion is extraordinary contributions in credit to or defense of African World interests and is determined by an IESS council of iZangoma (OOC: meaning Mediums or Priests), the Queen Mother or her representative, and laity.

Within Ibutho, the IESS regulates all religious worship, including religious practices by non-IESS adherents. The IESS is led by a Crown Sangoma who is appointed by the Queen Mother and operates through a council of High iZangoma. A Sangoma selected by the Crown Sangoma in consultation with the Queen Mother often serves as Minister of Religion in the national government. The IESS is divided into 3 main camps:

1. Rites of All Heaven: congregations who practice all IESS liturgies and include most ethnic Ibutho and some Mallan, Asli, Ikpi, and Kuragao naturalized citizens and foreign residents.

2. Rite of Reverent Regard: practice only some or no IESS rituals or practice the Rite of Reverent Regard only. This camp includes all naturalized citizens and foreign residents who practice formal religions: specifically, Esinsundu SIzwe naturalized citizens and residents whose congregations have not completed the gradual transition to full IESS Sympathy, some ethnic Ibutho who have taken up membership in foreign African congregations operating in Ibutho, and non-Esinsundu (OOC: non-Africans) who are not permitted to Make Sympathy and worship with the IESS, but whose places of worship are nevertheless regulated by the IESS under Ibutho law. All clerics for these groups are appointed by the state (the Queen Mother in consultation with the Crown Sangoma).

3. Unreformed Inkolo: ancient Zulu religion practiced by independent iZangoma without IESS and state oversight.

Atheism is heavily frowned upon socially and by the state. However, non-observance and infrequent attendance are not uncommon, and agnosticism is considered inoffensive and even encouraged as a sign of thoughtfulness by some iZangoma.
