Prefect Offermans and the rest of the animals like him in Vanuku's Government are a grave danger to the Khanate as they likely proved to our deceased husband. To prevent war, we must prepare for it. The following measures are to be taken:

> The construction of an extensive system of fortifications across the northern border. This is to be done over the next five years (3689-94) 18.7 billion JEL shall be allocated annual for this.
> The Line shall go from the area north of Wrnukéktaghe, (north Turadrad) to north of Sedrijokaiàktaghe (north Rilmos)
> The Government shall appoint a Commission to consider extending the fortifications west to our border with Zardugal, another of our royal son's rightful realms.
> The rest of the funding allocated to the Defence Ministry shall be used to upgrade and increase our store of weapons, increase the salaries of our soldiers etc.
