| Article 1 The National Council shall serve as the upper chamber of the Hobrazian legislature. Article 2 It shall be composed of patriotic citizens who have made outstanding contributions and earned merit in the fields of science, literature religion. art and public service. Article 3 The National Council shall be composed of no more than 100 members. Article 4 Members of the National Council (Councillors) shall be appointed by the Prezidenti on the advice of his/her Ministers. Article 5 All Councillors shall be appointed for life. They have to be at least 40 years of age at the time of appointment and with no criminal record. Councillors have to be citizens of Hobrazia. Article 6 The National Council shall determine its own rules regards its own internal management. Article 7 The National Council shall have the ability to introduce, debate on and vote all legislation from the National Assembly or introduced in the Council itself; other than finance bills. It shall have a suspensive veto and its veto shall delay legislation passed by the National Assembly, coming into force, for eight months. OOC: To be used for RP purposes only. |
