| With instability still reigning over the Republic and too many far leftists and religious nuts are around. the Council of National Redemption so orders: Section 1 The Ministry of Internal Affairs should organise the creation of a Vanishing Brigade to deal with the most troublesome of dissenters and opposition. Section 2 The Ministry shall recruit both domestic and foreign specialists in the art of state security - about 600 by offering pay grade III salaries. Section 3 The Vanishing Brigade shall work on the 4,721 member list of enemies and abduct, extract information and get rid of remains. This should be done in total secrecy Section 4 The Finance Ministry shall allocate a monthly budget of 32 million Dinars to the operation. We appoint Capt. Ali al-Jamali as Director of the new agency. Section 5 The list should be cleared in the next nine months (by May 9, 3719) After that other tasks will be given to the Vanishing Brigade Section 6 Any individuals who interfere with or discover the operation must be liquidated immediately after.
