This bill is created in order to protect Vanuku's culture from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374).

CULTURE

The culture of Vanuku is a mixture of the fictional Jelbic culture and the real life Dutch and Flemish cultures. The bi-lingual situation can be compared to real life Belgium but instead of French there is the Jelbek language.

HISTORY

For many centuries the land that is now Vanuku was mostly ignored by the empires of ancient Terran history. The Jelbo-Tukaric migrations of around 100 BCE to 50 CE saw the start of the Jelbic identity of the nation. Deltarian tribes briefly settled in the south-east of Vanuku during their migrations. Around 800 CE the ancient Augustan Empire conquered most of southern Vanuku. To counter the Augustan advances a Jelbic warlord named Merulf/Merlkai united the tribes of the north and ousted the Augustans. Shortly thereafter he converted to Augustan Hosianism. After this a feudal era arose in Vanuku with many lord striving for dominance. The Ahmadi Caliphate has taken complete control of Vanuku in 1250 CE. After the collapse the struggle continued until the arrival of explorers from Dorvik. Instead of being colonized by Dorvik they sent Dorvish people. The mixture of Dorvish and Jelbic culture saw the rise of the Vanukean language and identity. From 1702 CE to 1814 CE a united imperial confederacy ruled over Vanuku. Many wars followed and the War of Unification of 2090 finally united Vanuku in 2135.

The ethnicities native to Vanuku (Banster, Tratser, Kerline) are the dominant ethnic groups and often identify as Vanukean. The main difference is that the Banster and Tratser speak Vanukeaans while the Kerline speak Brmék. Banster and Tratser are dominantly Hosian while Ahmadism is the majority religion amongst the Kerline. They are heavily influenced by Dutch, Jelbic and Arab cultures.

The Jelbeks living in Vanuku are immigrants from Jelbania and are best compared to real life Mongolians. The northern Artanians are mostly from Dorvik and Dundorf and are German. The Majatran population is Arab, the Augustans are best compared to Byzantines and the other section encompasses several small groups of immigrants from all over the globe.

Vanukeaans is the most widely spoken language in Vanuku, it is a Southern-Rhaetan language that developed in the 17th century. It is a mixture between Brmék and Dorvish/Dundorfian spoken by the locals and Dorvish settlers. The intense mixing of the two cultures caused the rise of this new language that looks a lot like Dorvish/Dundorfian.

The second most popular language is Brmék, the ancient native tongue of all native people in Vanuku. As Vanuku is a bi-lingual nation it is taught together with Vanukeaans. Brmék is a Jelbek language that takes most of its influence and loan words from Arabic.

Dorvish/Dundorfian is mostly spoken by immigrants from northern Artania or conservative descendants of the Dorvish settlers. Majatran is spoken mostly by immigrants from nations as Kafuristan, Badara, etc. Luthoran is the trade language of Terra and is spoken by many immigrants and native Vanukeans alike. Augustan, Esperanto in real life, is spoken by immigrants from Zardugal and Cobura.

The main religion in Vanuku is Hosianism ever since the Banster/Banmek tribe converted to Augustan Hosianism in the 800's CE. They were joined by the Tratser/Trmék. The largest part of Hosianists in Vanuku identifies as Patriarchal, especially in the south-east. The Dorvish influence however gave a steady rise to Luthoran Hosianism.

Ahmadism is mostly followed by the Kerline/Krlmék who converted to it after the Ahmadi Caliphate conquered Vanuku in 1250 CE. A small portion of the nation identifies as Yeudist and almost 1% still follows Zollism. Zollism is an ancient pagan religion widely followed by the native tribes before the rise of Hosianism.

NAMING

The names should be a 50/50 split between Dutch and Jelbek names. Small numbers of Arabic, German and Esperanto names are possible due to the cultural minorities. Party names can be both in Dutch and Jelbek.
