we propose to allow prayer in schools as a general rule out of two considerations. First of all, whenever a group of people chooses to associate for the purpose of religious worship, the principles of individual freedom and voluntary interaction as an essential part of civic autonomy teaches us that we must not impose restrictions on this if we wish to retain our commitment to these values. Secondly, we should, from a more communitarian perspective, recognize that prayer strengthens the bonds between men and thus contributes to societal cohesion, which we must encourage if we aim for a stable and inclusive civil society.
