| Preamble - The Dorvish Federation's national legislature is the Federal Assembly of the Dorvish Federation, it is divided into two houses the Federal Assembly of the Dorvish Federation, the lower-house of the Dorvish Federation and the Federal Council of the Dorvish Federation, the upper-house of the Dorvish Federation. The purpose of the Federal Assembly is the voice of the people and the representatives are elected by the citizens of the Dorvish Federation at-home and abroad. The Federal Council's purpose is to represent that Dorvish Federation's States in the national legislature. The Federal Council will have the power to introduce legislature as well as vote on legislature and will act as an advisory body to the Federal Assembly, to ensure that laws meet both national, state and local laws, to confirm the appointments of the President of the Dorvish Federation and act as advisors on policies regarding the entire Federation. Article I - The upper-house of the Federal Assembly of the Dorvish Federation will be officially called the Federal Council of the Dorvish Federation. The Federal Council of the Dorvish Federation will hereby be referred to as "the Federal Council"; Article II - The Federal Council will consist of 5 appointed representatives from the State Assemblies, these appointees are to be confirmed by their respective State Assemblies, members of the Federal Council may retain membership in their political parties, however the Federal Council and the Government of the Dorvish Federation requests that members elected to the Federal Council leave factionalism behind in the benefit of the citizens of the Dorvish Federation; Article III - The members of the Federal Council will elect among its councilors the Chair of the Council. The Chair of the Council may be removed by a two-thirds (2/3) vote of the members of the Federal Council; Article IV - The members of the Federal Council will be referred to as "Councilors" and are appointed for terms equal to the Federal Assembly which are set by the Federal Elections Council; Article V - The Federal Council is responsible for all appointments of the President of the Dorvish Federation, including but not limited to: Federal Administrators, Ministers of the Government of the Dorvish Federation, Prosecutor-General of the Dorvish Federation, Judges of the higher courts of the Dorvish Federation as well as any future appointed positions by the President of the Dorvish Federation; Article V - The Federal Council is afforded rights to ensure that they are able to conduct their duties which are described in this law, any future revisions to the "Federal law on the Federal Council of the Dorvish Federation" requires two-thirds (2/3) of support from the Federal Assembly. |
