To broaden the base of taxation we should introduce value added tax on all commodities, not just luxury items. A broad tax base allows us to maintain lower level of taxation in individual taxes and thus distort individual incentives less than with a smaller number of high taxes.

The level of VAT that we are proposing is also low enough not to cause problems for consumers (citizens), especially when combined with the lowering of income taxes that I propose.
