Description[?]:

Article One.) This Act will create a new government organization; the Federal Intelligence and Security Division, referred to as the FISD.
Article Two.) The FISD will be a civilian agency run by an Executive Director as appointed by and answerable to the President of the Federal Republic.
Article. Three.) The FISD's will be the highest law enforcement and Federal Security body whose authority will be in all five Provinces without equal, though they may only investigate crimes of national security unless their presence is requested by local authorities.
Article Four.) The powers of the FISD can be expanded or retracted at the President's discretion by use of a Presidential Order or Directive.
