A bill to allow for the Felinist diaspora to return with the allowance of certain conditions.

Section I: Repeal of Expulsion.

I (a): The government of Barmenia, with the backing of Parliament and the Kathuran people, hereby repeals the order of Expulsion passed by the former regime known as the Caliphate.

Section II: Clarification of Condition.

II(a): The condition of felinists shall be restored to that of expats, and they shall be given temporary Identification cards for the purpose of proper placement within the nation.

II(b): None of the the language in II(a) should be seen as the allowance by the Kathuran led government of permanent identification, and thus the restoration of voting rights. It is the position of government that by allowing the subjugation of the Kathuran people, and the rise of numerous false governments, the Caliphate among them, the Felinists have forfeited their right to participation in Barmenian elections for the remainder of their lifetimes.

Section III: Restoration of Voting Rights to the children of returning Expats.

III(a): The Government hereby recognizes that it is not within its right to take from children their constitutional rights if it was not within their power of conception at the time of forfeiture. With this being the case, they shall have their right to suffrage restored upon their age of majority.

Section IV: Allowance of the Return of Voting Rights for Felinists under certain conditions.

IV(a): The Government, in the belief that the returning Felinists have forfeited their rights, shall allow them to regain their liberty with passage of the National Apostolic Knowledge Test (N.A.K.T). Upon their completion and adequate performance of knowledge in the questions of which the test pertains, the Felinists shall be deemed fit, and restored to full democratic participation.

Section V: Creation of housing for the Children of Expats.

V(a): In acknowledgement of the poor conditions of the estimated ten million Felinists who shall be returning home, the Ministry of Infrastructure and Transport is hereby directed to build up to one million Maisonette homes for the purpose of housing.

V(b): The funding for this section shall be taken from the surplus funds from the annual budget.

Section VI: Creation of Hosian Visa Program.

VI(a): In recognition of the plight of many Hosians around the world, the government of Barmenia formally offers A-1(4) selective status (Integration level) visas to those who may be facing religious persecution in other nations.

VI(b): In recognition of VI(a), the personnel of the Immigration Office within the Ministry of Foreign Affairs are hereby ordered to accept applicants of A-1(4) visa's with all due process, and to allow them a streamlined and efficent path within the nation as their status may permit.

Section VII: Effect.

VII(a): This law shall take effect upon its passage.
