| Mr Spreker, In order to ensure the safety of our citizens, we have decided to declare a temporary state of emergency in Kaap. I would like to remind you that this is an executive order and requires 3/4 of the legislature to vote against if it is to be repealed. Additionally, I wish to skip the debate time for this bill.
