This bill is here to correct an inconsistency :

Currently, the federal government is funding the provinces for higher education, yet the system is supposed to be maintained by him, as universities and other institutions are maintained by our level of government. We believe it would be better if the provinces would maintain and finance higher education, as they have competency over education.

Ibutho's central government would still indirectly fund universities and other higher education institutions through equalization with the provincial governments, it would help the poorer provinces to finance them, but it would not control them directly.
