The first Civil liberties reform that passed in 3902 was a success, but while the time was going we noticed two articles that need a revision:

1) The overpopulation is a contemporary issue, and many country in the world are starting to suffer of this grave problem. To begin a battle against this problem we propose to tax every couple that gives birth to a third son in up, so we aren't forcing them to not have the number of children they want but they know they will pay for that.

2) This is a great lack in our laws, of course we don't want to forbid to any private citizen to buy every weapon he wants (if he has the permits), but obviously there are places where they should not carry them for the well of public safety.
