Prologue: This nation needs decisive councils and committees to help the leaders and government of this great nation decide what they should do. So therefore, we are setting up the following Councils and Committees to better benefit this nation. Councils - Groups of specific people/professions whose word is binding towards a subject. e.g. if a council says "A is illegal" A will become illegal. However, no council can override the word of the government or any already binding precedent. Councils are also forbidden from interfering the affairs of other councils. Joining a council is done through a purely democratic system, each council will have a spot for 12 Council Members and each council member is voted in by the professions/people of that workforce (if a police officer intends to join the Council of Police and Law Enforcement, they must get recommendation from a worker and then the people will vote on the other candidates) If 12 or less candidates attempt to join, they will automatically take the seats. Seats can be "challenged" by other members and this will cause an immediate "Vote to Replace", if passed, the seat will change and the seat holder cannot be moved for the remainder of the year. Council of Judges and Courts - This council will hold Judges and experienced Court supervisors. - Their aim is to create laws and precedents to better benefit the judicial and justice system. Council of Police and Law Enforcement - This council will hold Police Officers and Military service people. - Their aim is to create laws and precedents to better benefit the justice and law enforcement system. Council of Military Officers - This council will hold Military Veterans and Generals. - Their aim is to create laws and precedents to better benefit the military and defence system. Council of Businessmen - This council will consist of the top 12 Business leaders in the market, they cannot be non-Kalopians however. - Their aim is to create laws and precedents to better benefit the finance and business sectors. Council of Medical Care - This council will hold experienced Doctors, Nurses and other medical personnel. - Their aim is to create laws and precedents to better benefit the health care sectors. Council of Religious Authorities - This council will hold Religious Leaders from all main religions in the Kalopian nation. For a religion to be classified as "main" it must have over 5% of the population following it. - Their aim is to create laws and precedents to better benefit the expression of religion and religious nature. Committees - Groups of people/professions which are designed to reflect social groups. Their word is not binding and cannot create laws, they are setup to gather the opinions of each group and cannot pass laws. They can however send their voices to the councils who can turn them into laws it they see fit. Joining a Committee requires an adult citizen to apply for the Committee through email or direct interview with the committee supervisor. Committee of the Youth - This committee will hold people from all walks of life that are between the ages of 16 - 20. - Their aim is to debate and discuss affairs related to Youth culture and lifestyles. Committee of the Elders - This committee will hold people from all walks of life that are 60 years and older. - Their aim is to debate and discuss affairs related to Elder culture and lifestyles. Committee of the Middle class - This committee will hold people from all walks of life that earn around 10'000 - 99'999 WAN. - Their aim is to debate and discuss affairs related to the Middle Class. Committee of the Lower Class - This committee will hold people from all walks of life that earn around 9'999 WAN or less. - Their aim is to debate and discuss affairs related to the Lower Class. Committee of the Wealthy - This committee will hold people from all walks of life that earn around 99'999 WAN or more. - Their aim is to debate and discuss affairs related to the Wealthy. Committee of the Religious Minorities - This committee will hold people from all walks of life that are apart of small Religious groups that have a less than 5% following. - Their aim is to debate and discuss affairs related to the Religion and these Religious groups. Committee of the Ethnic Minorities - This committee will hold people from all walks of life that are apart of small Ethnic groups that have a less than 5% national make up. - Their aim is to debate and discuss affairs related to the Non-Kalopians and these Ethnic groups. |
