| The Foreign Economic Council and the Foreign Capital Fund are the one-two punch of Dorvish domestic & international trade and investment. The Foreign Economic Council is underneath the joint control of the Ministry of Economic Cooperation and the Ministry of Trade and Industry but under direct authority of the President of the Dorvish Republic. It is responsible for handling foreign trade deals and economic cooperation, it is charged with management of Foreign Capital Fund, the sovereign wealth fund of the Dorvish nation. Mechanics wise, the Foreign Economic Council draws its operating budget from the Ministry of Finance or Ministry of Trade and Industry, whichever. The FEC primarily uses money from the Foreign Capital Fund to do its business. The Foreign Capital Fund is the sovereign wealth fund of the Dorvish state, the Foreign Capital Fund is responsible for investments that the Dorvish state will win out on; it is also a means of controlling the budget surplus/debt of the Dorvish government (every 10 years) and investing in foreign governments, business or international efforts.
