Prologue: With the coming of the new era, we need to better strengthen our domestic and civilian response units to fight terrorism. But it would be inefficient to get every single unit in the police and domestic law enforcement to train in areas they may not entirely use. So this bill proposes that ATF units and resources can be used in domestic and civilian affairs to fight crime, terrorism and many others. Articles. 1. ATF units, resources and headquarters are given permission to be used to fight domestic and civilian crime, terrorism and otherwise. 2. List of crimes that the ATF are given permission to fight; 2.1 Terrorism of any kind, whether it be domestically focused or nationally focused. 2.2 Riots and extreme forms of political activism, that places civilians in physical and emotional harm. 2.3 Armed attacks or armed violence in any kind, this includes large-scale thefts and burglary's, violence and kidnappings. 2.4 All other crimes are to be done on a case-by-case basis on matter of emergency, these are to be decided by the Defense and Justice ministries, Federal Senate or Police Enforcement units. 3 ATF units, resources or headquarters cannot intervene to disperse low-level criminal activity or any other crime that is not linked to capital offenses. 4 Defense and Justice ministers are given joint control over the abilities of the ATF resources, units and headquarters. 5 Defense and Justice ministers operations, word and otherwise can be overridden by a 60% (300 votes) majority vote by the Federal Senate or by a 75% (375 votes) majority referendum vote, if such is called. |
