- This bill proposes the creation of the Aldegarian Cultural Heritage Agency (ACHA). It is to operated under the supervision of the Ministry of Education and Culture

- It is charged with the promotion of Aldegarian culture through preservation of culturally and historically significant works and sites, organisation of cultural activities, offering grants for art projects and festivals and training of young artists.

- ACHA is to be led by a Board consisting of a Chair and 24 Board Members, all appointed by the President of the Republic on the advice of the Minister of Education and Education and Culture ("the Minister").

- The Minister may create further regulations related to the organisation and functions of ACHA.
