| Mr. Marshal, The KWD government believes in instituting a simple and competitive flat tax in order to spur on enterprise instead of punishing wealth creators with punitive, graduated rates of taxation. A billionaire earning 1 billion peso a year will still pay 100,000 times the tax that as a bus driver earning 10,000 is due for before we deduct the first 7,500 peso.
