All early election cans only be called if one of the following conditions are met:
1. A party is inactive and there are vacant seats. There must be more than 1 year left.
2. The constitution is ammended changing the amount of seats and/or the distribution of seats (equal vs proportional) .there must be more than 1 year left
3. Multiple new and active parties that didn't participate in the previous election are started and there is only 1 party at the time of the pervious election and therefore all the seats are monopolized by 1 party. The new parties can request for the early election in this condition but the monopoly party must agree.
If these conditions aren't met you cannot request early elections. The early elections still need 50%+1 (376 at the time of the writing of his amendment) this will create order since the terms are already 2 years and very short comparing to other countries.
