OOC: I think we should have rules for roleplaying of Departments in Kundrati. I propose the following rules for players in this nation. I think the 3 of us should pass this as a bill unanimously if it is to become a rule for our nation. Let me know what you guys think.

1) Department Legislatures:
Department Legislatures consist of members of parties for whom the Department voted for in the last election. The name of Department Legislatures can be determined by 2/3 vote of the Legislature. The Default name is simply "The Legislature" but could be changed to something else such as "The Department Assembly". The Legislature of the Departments has powers to set Department laws. Departments can set any law but any law that goes against national law can be validated with role-play. For example: IRL, the United States has laws against marijuana but many states have legalized marijuana. This can happen. The national government can choose to ignore violations of national law or enforce national law upon the Departments through role-playing.

2) Department Executive Branch:
Department Legislatures can elect a leader for the Department Executive Branch. This person could be known as the "Governor" or by any other Executive Style name. Governor is the Default name. The name can be changed with a 2/3 vote from the Department Legislature. 50% vote of the Department Legislature is required to select a Department Leader. The Department Leader must be a member of a current political party.

3) Maintenance of the list of laws of a Department:
The Leader of a the Executive Branch of a Department has the right to take over maintenance of the Department's laws but the laws can be maintained by any player. The list of laws should be maintained as an RP law in the debate phase. It should obviously never be put up for a vote. If another player has taken control of the maintenance responsibility for the laws then the player who lost responsibility should delete their RP law once a new one is put in place by the new person maintaining the RP law. If the player maintaining department laws becomes inactive, a request to delete the law maintenance bill should be placed with moderation.

4) How to make a Department law:
To change a law, you must make a bill for debate, stating the law/laws you want to make. Please state the name of the Department that the bill is for in the title. The parties may post yes or no depending on how they want to vote. The bill is passed or defeated 9 months after the bill is created depending on if there are more yes votes than no votes. If a bill passes it should be left up for at least a year so people can see the results, and then it should be deleted. These bills should never be put for a vote per the game engine and should always stay in the debate phase until deleted. If a party has over 50% control of the Department Legislature, a law bill does not have to be made. Laws can be set instantly without limitation by modifying the list of laws for the Department. When a Department passes a bill, the person who is currently maintaining the Department laws is required to make the changes that were passed or relinquish maintenance of Department laws to another player.
