| Preamble We, the workers of Deltaria, proclaim a new form of government run by the workers and for the common man. Article 1. All constitutional laws pushed by the crown are to be abolished effective immediately after the passage of this act (OOC: repeal of all current RP laws) Article 2. The monarch and the royal family are to be sent into exile after this passage of this act. 2a. The monarchy and the Hall of Royalists are to be abolished 2b. Any high ranking official associated with the monarchy shall be arrested if they are not out of the country 1 week after the passage of this act Article 3. The communist party shall be the effective only ruling party of Deltaria (OOC: Players may represent factions of the party, as per game rule 22.4.2, ex. Hardliners, reformers.) Article 4. The role of the head of state shall be carried out by the General Secretary of the communist party. 4a. The General Secretary may set up national policy. 4b. The General Secretary may overturn the decisions of the Supreme Congress or any local congress Article 5. The Council of Ministers will carry out the duty of the executative branch. 5a. The council of ministers is to be appointed by the Central Committee and approved by the Supreme Congress. 5b. The Premier will be the head the of Council of Ministers. 5c. The council of ministers can overturn any decision made by the General Secretary or the Supreme Congress. Article 6. The Supreme Congress will carry out the duties of the national legislature. 6a. The Supreme Congress will be made up of Communist Party representatives. 6b. Members are appointed by members of the party in each state. Article 7. Local Governments will be run by a local congress and a Secretary General. Article 8. Any state religious institution is to be dismantled Article 9. The lowest form of management will be a workers' council 9a. The workers' councils are appointed by a local congress 9b. A workers' council will appoint a manager 9c. The manager is in charge of the place of employment and may make any decision with regards to the day to day working of the place of employment. 9d. Any higher government institution may override the decisions of the councils. Article 10. All provisions established by this act will take place upon the passage of this act. Article 11. An interim government will be established until official leadership is established. This interim government will have the powers of the legislatures established in this act for either 5 years or until leadership is confirmed. |
