Private defence contractors must be formed. Defence contractors allow the standard of new military technologies and equipment to skyrocket, as the competition within the free market can push companies to develop more effective vehicles, missiles, and equipment so they can be awarded another contract.

In grave cases, the military should be allowed to be involved in domestic affairs. In cases such as natural disasters, the police don't have the manpower to help everyone and a devoted reserve faction of the military should be created to supply that manpower. In addition, it is simply a fact in our time that terror attacks do occur. If there were an attack, the police may not have the resources to find a culprit, or stop a cell that they were associated with. The military, on the other hand, might be able to stomp out any homegrown cells. Of course, they will be subjected to oversight so that they don't break any citizen's civil rights, but it must be acknowledged as an important preventative step.

Most often, wars are fought between governments with very different ideologies. When opposing a country providing vastly limited civil liberties and horrible prison conditions, treating prisoners of war as they treat them can violate our values as a nation. Former prisoners of war, if they receive good treatment, may return to their nation after the war to see the problems of that nation. They could conduct the change we tried to do ourselves from the inside, holding our nation up as an example. The international standard isn't an incredibly high bar to meet, so we should at least treat prisoners of war to that standard. We wouldn't want to stoop to our enemy's standards.
